Water bottle cage.

My son bought a bike for my grandson a while back from Halfords, the screws for fitting a water bottle cage are on the underside of the bike tube. Whilst in Halfords yesterday I asked one of the young chaps working there about it. He said this was OK and you simply put the cage and bottle on the underside of the tube. This would put the bottle top right next to the tyre. Is this correct or is it a mistake in the manufacture?

Putting the bottle right next to the tyre sounds very iffy to me as it would get covered in all the crud thrown up by the tyre when cycling.

A water bottle that I bought had a sort of dome, made of perspex to protect the mouthpiece of the bottle from dirt. The dome opens on a hinge.
