Trouble with this Controller is it a Dud

Hi got 2nd controller (http://www.amazon.co.uk/gp/product/B00EB84L70/ref=oh_details_o04_s00_i00?ie=UTF8&psc=1) This one as a backup & maybe to try a shunt mod
is wired up & running But top speed is only 9mph its not speed restricted it just doesn't seam to spin the wheel as quickly as the other controller Amp output is 17 about the same as the other one i running now

Ive a have Mxus 250 watt Front Hub motor runs perfectly on my other controller brought on E bay i have a 36volt 10ah battery & 11.1volt lipo booster pack
i did't test it it with the booster on so just 36volts

any ideas

Wrong phase/hall sequence. You can't always join colour to colour.

Don't use more than half throttle 'til you get it right.

Its now running OK Green=Blue Yellow=Green & Blue=Yellow

Run more test today
only problem is i have reset each time (join the white wires together shortly) i power up the battery ???
