Tow bar bike carrier

This might be a daft question but I can't seem to find the answer anywhere...if I put a single bike on a two bike tow bar mounted bike carrier do I have to put it on the rails nearest the car/van or can I put it one the outer ones?
The handlebars on my bike are quite wide and I don't want to have to turn them 90 degrees to transport it unless I have to.

I have a Thule two bike tow bar mounted bike carrier. When I've carried just one bike I've put it on nearest to the car but I don't see any reason why either position wouldn't be OK.

If you had it on the back of a trailer it would be even further back so I don`t see any problem at all
