Torque or shock to free rusty nuts and bolts?

Obviously, after squirting a boat load of penetrating fluid on a rusty nut or bolt, what is the best way of freeing said item with minimal chance of snapping it?

Applying constant torque until it frees up, or attaching a spanner and hammering with small taps to shock it free?

A little bit of shock, then loosen it a little, then tighten a tiny bit, to work it free.

some things you'll never get out, like a steel bolt in an aluminium casting!

Could also try heat with blowtorch,what you hope to do is crack the rust, th' if like Bindo said if it's steel into Alu,forget it!

Heat won't do paint much good.
