Having witnessed a scheme where a reduction form 30mph to 20 mph was introduced, as both a cyclist and a pedestrian at times in that zone, it really does have a noticeable effect.
Of course, there are always idiots who have no respect but by and large, the effect makes for a more pleasant and safer local district, in my experience.
