Thinking of buying a Trek Verve+ but have a few questions

Looking for my first electric bike (for leisure predominantly) and have narrowed it down to Trek Verve +, I like the look of the Trek Verve + 2019 ladies model, but struggling to find one in stock anywhere and not 100% sure if I require a small or medium size?
my height (5’4) and inside leg (30.5”) mean I sit right in the middle of a small and medium range. Is my height or inside leg length more important?
I have a Trek FX (none electric bike) 17.5” - which would suggest I need a medium, but I keep getting told I need a small. Not being able to try them at the moment and don’t want to make a costly mistake.
Also due to the lack of current availability of the 2019 model in a step through, should I go for a cross bar model or will I regret that?
The next option is a Trek Verve + 2 Stagger?
£2.5k is my maximum budget.

As a complete newbie - any guidance would be much appreciated.

Nothing against those bikes, but for simple riding you can get a very decent ebike for a lot less:
Woosh (http://wooshbikes.co.uk/), Juicy (http://wooshbikes.co.uk/), Wisper (https://wisperbikes.com/)
They'll also be much cheaper if any repairs or replacement batteries are needed. Bosch (as on the Trek) and similar drives use proprietary systems.

Stock is getting very tight on ebikes of all kinds; Woosh has run out of many of his standard items for example.

Inside leg is usually more important than height. I prefer a bike many people would say is a bit small, but that's a personal preference.

You haven't said your fitness or what kind of riding (hills?, on/off road?, fast/slow?, how far for longest trip?). At 73 I'm very pleased to have a step-through solo.

Would you consider a step through folder?
Woosh Rambletta:

It would suit your height perfectly.

It has a decent motor, decent battery, rides like a bigger bike and is comfortable with sprung seat post and balloon tyres.
40 miles range.
