Bike Europe have published a PDF whitepaper containing all the EU regulations on e-bikes, pedelecs and speed pedelecs.

Although for subscribers, I think you may be able to download it through following the steps from the foot of the introduction from this link

Registered and scanned through it - very prescriptive (esp the bit about instructions that must come with pedelecs). Can't see any explicit reference to home builds using imported kits - will they be all deemed illegal?

Plus 6 out of 9 riders in the pics are helmetless and are riding under clear blue skys, some not even looking were they are going! ;)

Site didn't like Safari browser - so had to use Chrome and even then the site seizes up while waiting for pages to load.

Can't see anything wrong in being helmetless, the majority ride that way in the major cycling countries of Northern Europe. Recommending helmet wearing for cycling tends to be a very British thing, nanny state and all that, but even in Britain only 27% wear helmets according to government figures.

There's never been any attempt to legislate for kits, only complete e-bikes, just as well judging by what happened to the kit car industry. I suppose technically we should put a kit bike through a Vehicle Inspectorate check to get official acknowledgemnt that it complies, but there's currently no laid down procedure or fees for that. Once the new laws are implemented here, someone like BEBA should probably ask the DfT for a prodedure to ensure they are legal.

Those site seizures are odd, I never have any trouble with it and it works fine for me using Firefox, Chrome or IE.

Yes I wondered what it means for kits, but get the feeling that (thankfully in this case) there is so much legislative and enforcement inertia that I imagine we'll be ok for a few years and then there will be a little panic in government followed by some reasonable compromise arrangement (fingers crossed).

Slighly offtopic but still of a bureaucratic & leccy bent - Here's a funny tale from my motorcycle forum on the fun & games getting an electric car conversion registered...

Well... I have a whole website in Swedish... Never bothered to translate it to English before, since the rules for doing this is a lot different in Sweden tham most other places, and it's mostly for helping out other nutters like me trying to navigate the Swedish legal system in getting one registered...

Basically, you take a 2001 VW Polo (really small car) with a blown top gasket and warped heads, that a replacement engine costs more than the car, add a freakishly over-sized electric engine, a bunch of batteries, (I started with used lead lumps from the salvage yard for proof of concept), and that's it... Then you spend half a year battling bureaucrats to convince them that with an electric engine, there is no tail pipe for them to put the noise and CO2 monitors in for the registration inspection, before getting it on the road legally... In the end, my solution was to put a chromed tailpipe end where the tailpipe used to be, not connected to anything... That apparently satisfied the nimrod bureaucrats need for a tailpipe... And no, I'm not making that up, and I'm not joking either... They literally put hteir meter in the pipe, took a few measurements, before they signed the papers, making the car legal...
