Hello all,
I am starting to look around for an hybrid ebike for a long-ish commute. I am completely out of shape (or rather totally in shape: cylinder is a shape!), 5.9, 100kg. I would like to use the cycle-to-work scheme and not go above £1000. My question is: would it be better to go with a fully assembled bike (which one?) or would I be better served with buying a used hybrid (say for around 250) and a good kit for it (which one?).
I'm sure this has been answered before, but there is just too much information to process...
Thanks in advance!

your commute is 27 miles per day, for that distance, you need a good bike and a good battery.
For cycle to work, the scheme providers will charge the retailers a percentage, typically 10%, some scheme providers like Halfords and cyclescheme charge as much as 15%. For the retailers, your voucher is worth £900 in cash term.
It is not easy to find anything capable of the sort of mileage you want to do for that sort of money.

Can you park your bike under a shelter at work and at home?

Yes, the bike will be under shelter on both places, and I can easily charge the battery at work as well.
Initially I only plan to bike to work a couple of times a month and build up from there...

I have a cube acid hybrid one, with mountain bike tyres, a 500wh battery and weigh about the same, and on turbo, on a 27 mile trip with 2,300 ft of elevation gain get back home with around 1-2 bars left on the battery. You'd just need to find one on a deal/second hand maybe, but it should give you an idea of what to expect. Good luck on finding your ideal bike, Phil.

There is a recent update to this scheme and you are now able to get a bike over and above the previous £1000 limit.
If this helps ask your scheme administrator when the new higher amount will be implemented. You will need a good, comfortable and reliable bike.
Do test ride many as you're going to become quite intimate partners...
