Most of my carriers have had this sort of strong spring thing, which would seem to be just about enough to hold a newspaper.
I have never seen them being used.
What are they for?

Dates from when most cyclists were utility riders, using their bikes for transport including commuting. That spring loaded frame was to hold one's rolled up cape when it was out of use, that being the universal rainwear for most of cycling's previous history.

It's still cycling's best rainwear.

I love the Spring Thing! Great for holding down a pie in a bag: a vacuum flask or bottle of pop (lain along the length of the carrier); waterproof jacket and keks; taking a scrumpled up carrier-bag to the shops to avoid paying 5p; carrying bagged doggy-doos; but most of the time for carrying my D-lock, again, lengthwise. Magic!

JOKETIME! I won't say my new girlfriend
is old, but I met her through a carbon-dating agency!

5p a bag,but cadbury's and rowntree can give you a free tin every time you buy Quality street or Rose's. I find I can fit a large pack of toilet roll under mine.

Yes! I had forgotten it's ideal for carrying a giant pack of kitchen rolls, etc. Just the right amount of squidginess for spring-thing to grip onto. LOL! This thread is getting like 1001 Things To Do With Your Spring Thing! Any more bright Ideas? Johnny
