To disable it unplug the cable at the controller.
One can select P4/1 in the basic settings that only allows it's activation only after pedalling, but it doesn't disable it.

You will have to remove them to disable with LCD1.
If you buy an lcd3 then you can use it to change all of the controllers parameter and set it to C4/1 = 6km/h walk assist. Simply unplug the LCD1 connect LCD3 make the changes switch off and reconnect LCD1.

Throttles are not illegal in any country as far as I know. You can have one that opearates up to 6km per hour or have one that only works when you pedal. There are often settings in the LCD that allow you to set its mode of operation.
If you want to get rid of the throttle for whatever other reason, it's a simple matter of unplugging it, undo the clamp screw and slide it off the handlebar.
