Rear hub problem, shouldn't the rotor move with the wheel?

I am still trying to figure out how things work, so I might be missing something basic. As far as I can gather I believe the movement of the rotor should transfer to the wheel, and that does not happen in this case. The planetary gears do not seem to me missing teeth, there was no debri inside and the whole thing seems to fit well when I close the motor. So the rotor moves but my wheel does not. Can anybody speculate as to what could be the problem? thanks!

Usually the rotor moves in the opposite direction to the wheel. Is this the case? Usually you can check the mechanics of the wheel/clutch of a geared motor with power off, the wheel should move freely in the forward direction (motor wont turn) but with some resistance in reverse direction (motor turns). You do not necessarily need to dismantle to do this.
If the motor is turning in the wrong direction, its either an electrical/wiring problem or with older controllers, there may be a 'learning' procedure with controller.

Your motor is running backwards because that's the way the controller is telling it to turn. There are several ways to fix it but you haven't shown us what you have so nobody can tell you the best way. You must show a picture of your controller connectors and the LCD on the handlebars, if you have one, to get an answer.
