sounded to me as if the verminous passenger was partly responsible for this 'jolly-jape', egging on & directing the female driver, is there not some action that could be brought to bear upon him...?
technically it is conspiracy to the motoring offence but I have never heard of anyone being busted for conspiracy to commit a motoring offence (however serious) - although I am not a legal expert I do have an interest in criminology and have been closely monitoring the work of cops/criminal justice system since my teenage years.
Either in the eyes of the law the buck rests with the person behind the wheel of a vehicle, or that (more likely) its only comparatively recently that motoring offences have been considered to be "real crime" compared to violence, drugs, theft etc..
Although I have absolutely no intention whatsoever of doing
anything like this - I suspect that with current sentencing policies, if I had a alleged "mental breakdown", "borrowed" a pool car from work, went on a drive and knocked someone down I'd still get less penalty/prison time/time in secure hospital (despite not having a valid driving license) than if I had the same "mental breakdown" and attacked someone, even if I did the victim more injuries in the collision as it would be easy to argue the collision was an "accident".
