Pro-Connect raising handlebars

Excuse my ignorance folks but I don't want to make a silly mistake. On my Pro-Connect in the top of the handlebar stem is an allen nut and written around it are the words 'inside cartridge system'. What is this please and do I need to loosen this to raise the handlebars upwards? I tried releasing the two lower ones but that just seems to allow the handlebars to twist left and right. I have the vision that if I loosen this centre nut I might be ejected over the hedge ala James Bonds ejector seat :)

I am assuming that it is the same as the Agattu. It will fall apart if you undo it but not, from experience, eject - don't work on the grass in case it does (yes I have done this) - take ages to find the bits. Just undo it as much as it needs to move the handbars upwards. It has what I would describe as knurly bits, one inner and a matching outer. You might need to release the allen screw so you can see the two bits are released and then do it up tight when adjusted - you might need to re-tighten after a day or two as they tend to come lose (which shows up as a bit of wobble but not dangerous).

Just to help make it clear as you follow HarryB's advice shrimpfarmer, it's the horizontal allen bolt just above number three in the photo below that you loosen to pivot the bar height upwards, don't normally loosen bolt number two:

I am having a bit of trouble with this adjustment too on my Pro-Connect. When I loosened the horizontal bolt that Flecc refers too, I found that I still couldn't pivot the bars. Behind that black cover (with the angle marks next to it), which the head of the bolt protrudes from, are two more allen bolts, which were very resistant to being loosened. It looks as if you'd have to loosen those bolts too in order to pivot the bars - but I'm not 100% sure about that as I haven't managed it, so don't take this as an instruction or advice.

Why do these bikes not come with basic manuals, showing how to do all the basic adjustments and maintenance, like cars? It seems to me that a bike, even more than a car, needs to be set up to the specific dimensions and preferences of its owner.

i HAD A MANUEL WITH MINE
but it is in ,German and most of the words are technical, not in my dictionary ( like Bedienungsanleitung)

My photo is of an eZee stem, albeit the same system, so not necessarily identical and there may be other bolts within to slacken or remove, though I've never seen those. It's also possible that the cartridge stem on these adjusts vertically using bolt number two in my photo, using HarryB's advice to only loosen it before attempting that, but it isn't the usual way of elevating with bars that have pivot extensions and not a combination I've noted before.

My bike came with a very comprehensive manual in English relating to the Panasonic system, but this doesn't cover any other aspects of adjusting and maintaining the bilke. Obviously you don't expec the equivalent of a workshop manual - just the sort of basic stuff that comes with a car.

I did take this bit to pieces as it kept coming loose - although I can't remember making an adjustment, it certainly looked like the system has two knurled washers that are intended to lock the handlebars in position - I am not sure why you would need another two allen screws to make the adjustment but I might have a look over the weekend out of curiosity (and I have some nice new multiposition handlebars).

I managed to lower the bars simply by loosening the horizontal bolt referred to. I presume I could have raised them too, if I'd tried.
