Old cycleways

We have recently been discussing cycleways on another thread ( in regards 1.2 billion to be spent ),the concensious seems to be the Dutch can and do provide cycleways, the Brits can't, mainly due to lack of will.
I actually live not far from one of the original cycleways built in Britain, the:A12/A127, Locally the A127 is very visible , but sadly had sucummed to be used by parked cars, which is illegal, but the traffic wardens don't ticket them, I assume , because they are not informed that they should, hence it'd unusable.
