noisy powabyke motor

I have a noisy and sluggish powabyke motor which is running but on the rear of a homemade handcycle I have stripped down the motor and greased it up and also repaired the two wires that come of the motor but it seems to lack power (the batteries are fully charged the controller is good)I have ordered a new throttle which is on its way as I had to re-solder the wires in that to test the trike and it does work but its just noisy and sluggish has anybody got any ideas

If it is the od Powabyke motor, it will have carbon brushes. This is confirmed if there are only two wires coming out of the hub. The brushes could be worn out.

checked the brushes today when I fixed the wires they have plenty of life in them ,
