New ebike

Hi guys need your help for a friend
He's just got him self a brand new 12000w steath bomber bike with a sabaton. controller 72v 40 amp hour battery.he cannot get it to turn on I've checked all the wieing etc etc the battery charger light is blinking green very fast but no fan spinning.
I think the battery is faulty as its only reading 38v on a multimeter when it should be reading over 70 volts that is why we cannot get no power to the controller cost him over £3000

it is the batt as voltage is to low so wont turn on could be the bms or a bad connection between the banks of cells.

64 - 66v approx. is the minimum voltage one would expect to see and a max 84v final charge.
