I have an AKM motor that has a number etched/stamped on it. Is there anything in the number that denotes it's continuous rating?

No, not directly. The top one is just the production number, and the one underneath is a code number that says front/rear, disc/not disc, freewheel/cassette and stuff like that.

AKM labels are easy-peal. I heard of one that was so easy to peal that it fell off a 250w one and landed on a different motor. What are the chances of that?

So, what I need is a label stating max. continuous rated power (250W) and voltage Motor supplied as 36v) and suppliers name (TBK) and the kit is legal and good to go, so long as max. speed is set right?
As it will be a conversion does the bike itself have to be labelled? - I know, here we go again.

Of course the whole shebang is complicated by the controller being dual voltage and, after my 36v batteries die, I will be upping to 48v to aid my aging legs.

Suppliers name would be could be TBK or AKM. The vehicle has to be labelled, so it's OK to have those details on a label attached to the motor. Make the label as 48v. Nobody will care or even check if you run it at 36v, but you might have to answer some questions if the label says 36v and you're running at 48v.
