Low powered, child friendly option

I got talking about electric bikes today with my current client, and he had never heard about them before, but showed interest in respect of his handicapped teenage son. The lad struggles to walk, can't balance, but has one of these trikes, which he loves, but is hardly able to pedal. http://www.missioncycles.co.uk/triad-inch-chopper-trike-p-45.html?osCsid=2q5vuvuq450k910ba8ps9n0jp3 Is there a safe low powered option of fitting a kit to this bike. It will only be used on a hard level concrete surface at the clients property. Any thoughts appreciated.

A 36v 201 rpm Q75 motor would be a good start. You could use a 24v controller and battery to get the speed down to about 12 mph max. If you want slower, you need lower voltage, which takes you into a bit more DIY. 18v would probably be about right, but you'd need to do something to get a suitable battery. 18v controllers are very rare, although it's fairly simple to adapt a 24v one if you're any good at electronics.
