He speed & or positioning does not allow for the unexpected - a person walking out from behind a bus, a pedestrian stepping out from the pavement, a car door opening, a cyclist swerving to avoid a pothole or just being blown by the wind, a car suddenly moving sidewards because the driver thought of something etc.

On the racetrack he would be fine but his luck will run out.
