how does deristriction affect throttle speed?

hi all on some ebikes you can deristrict the 15.5 pas limit and have assist to a higher speed say 20mph.
what I am not sure about does the derestriction also affect the full speed throttle if fitted ie 20mph

I ask this as today I was doing about 11mph and was passed be an ebike all I noticed was a rear rack battery and I don't think he was peddeling but he was doing far more than 15mph

Normally, if it's derestricted, it makes no difference whether you use PAS or throttle. Both are derestricted.
