In case anybody is confused about power, the raring of the motor 250w/500w has nothing to do with how much power you will get from it. A 20 amp controller with a 36v battery will allow about 800w to the motor, which means about 600w of motive power at about 15 mph or 400w on not too steep hills. The Ezee motor won't overheat under those conditions, so you can make up your own rating. The main point is that the manufacturer says it's 250w, so it's legal.
On another point, somebody said that they wanted a 500w motor to go faster. The power rating has nothing to do with speed either. You need high motive power to reach high speed, but many motors, 500w or otherwise, have a speed limited by the design of their winding. It's the maximum RPM of the motor that's important if you want speed.
