Good on/off roader for towing kid trailer?

I currently live in London, but may move to the countryside. I'd like an eBike, maybe an eMTB, that would be good for both (roads and grassy/muddy hills etc), and for towing a Burley trailer that often has two young kids in it. I'm 6' tall, my wife is 5'9 and we'd both be using it. Looking to spend roughly £1200-£2200. Any recommendations?
