Freego Eagle question ?

Hi...my Eagle has one of those handlebar adjusters on the stem/bars.
Unfortunately there is not enough resistance when it's locked down and the bars still move verically.
Is there a means of increasing the resistance therebye making the bars tighter in the stem or alternatively, what could I use for a shim to serve the same purpose ?
....also what is that small sliding thing on the top ?

At the front of the h-bar adjuster, underneath, is a bolt that you can tighten a wee bit. You need to face the bike from the front to see it easily. That increases the rotational resistance.

If it is the stem height you want to change then open the quick release fully open and that reveals a hole through which a long allen key may be used to tighten the mechanism.
