Both my bikes had a similar saddle for years with that light integrated. It uses two AAA batteries and has a row of red LEDs, the two modes being all on like a Xmas tree or a sequence of rapid sides to centre flashing LEDs. Either way, very effective even in daylight and far better than many single cycle rear lights. Easily switched off or on to either mode while riding. Just don't wear a long jacket.

Yeah, mine, a brown one, arrived in the post this morning. Great compact solution.

I did also spot a reflector/light you can integrate into the Pannier.
