Only with with unpowered bikes I think. I don't think bike trailers are separately recognised in law here. With one exception, all UK law refers to "bicycles, tricycles and bicycles with four or more wheels". On that basis, a bike and trailer is a "bicycle with four or more wheels".

Since it seems they're treated as one vehicle, only one 250 watt motor is permissible, either on the trailer or the bike.

In the case of a powered trailer I would guess the bike-trailer combination would have to fit the legal definition with respect to weight and power. So as long as the combined unladen weight didn't exeed 40kgs it should be OK.
You could then add a cargo of large leisure batteries and enjoy phenominal range.:D
