You have to look at the controller in the compartment under the battery for either a loop of wire, or two single wires of the same colour (normally white) joined with a connector. If there's anything like that, you have to disconnect them. Other than that, you need a new motor or battery.

From the ebay listing...
The E-Voyager is powered by a powerful 36 volt/ 10 amp Advanced Lithium Ion Battery. These types of batteries give up between 800 - 1000 charges and weigh all of 5 kg. When you compare this to a Lead/Acid battery with a weight of 10kg and a charging capacity of between 300 - 400 times you know you’re buying a quality product.

Hmmm....
Oddly, he doesn't get the figures quite right. More like 21kg for the LA and 200 charges, and if the Li-Ion is not a LiFePo, it's more like 400 for that, not 800+.

I think they mean thst it doesn't go any faster than 15 mph rather than it being restricted. One way to be sure is to get a cycle computer and put it on the motor wheel. Lift the wheel up and spin it to maximum speed. If it keeps switching on and off at 15 mph, it's restricted. If it reaches a maximun speed and stays steady, it's most likely not restricted. Have a look at the " booster battery" threads for how to increase speed by 20% for about £50, or I can provide you with the complete kit ready to go for £50.
