There are plenty of duds everywhere, but it comes down to how many and if in power. Greece tops the maladministration league in the EU of course, but the UK is well up the chart. France is much better based on the very obvious achievements.

Grayling's remark, which was not the first political gaffe by the man, his Moss Side comparison hardly endearing him to the Mancunians when he was Shadow Home Sec, can only be described as imbecillic but he's a tory and I expect nothing better from them.
