It certainly is.
Even worse, here in Swindon they stretch almost invisible monofilament fishing line across the path. And of course, it's the early morning cyclists that find it.
The worst possible example is I think a tragedy in New Addington near me a few years back. A lad, who i think from memory was 13, was killed by a stretched wire across a pavement when cycling in the estate.
It certainly is.

That's nasty, have hit a rope/tripline in the past and was lucky kinda in that my bike went over it cleanly pulling down the small fence it was tied onto... oops
We get some walkers that feel MTB's should not be on bike trails or shared trails that have done that on our downhill paths, one last year strung barbed wire across at throat height, lukily some other walkers found it and removed it plus called the police.
Cor blimey it's enough to put you off! And I thought I had problems on the canal with the odd dog walker who would step to the side when they heard my bell, but allow their dog to go to the other side of the track.... Still connected to them by the lead... and then berate the animal for being naughty! But this is more amusing than annoying!
