I've not seen anything like that before. I suppose the nearest equivalent might be a ski lift.
I was thinking that to be worthwhile it would need to be able to take more than one cyclist at a time. At 44 seconds into the video a pusher can be seen emerging from the arrangment at the bottom of the hill. At 46 seconds the pusher is seen withdrawing into the housing. Several footplates can be stored in the housing for the pusher to engage one of these with a continuous chain loop drive when required. That way there could be several cyclists on the hill at once.

Its a great pity that they have made it very expensive to use, and now it seems mainly to be a tourist attraction.
