Confused about the new law on throttles - clarification please

The Ezee bikes I've had and have are like this when switched into pedelec mode. Power is only available when rotating the pedals, and the amount is controlled by the throttle, from zero to 100%.

I don't know if the throttles on the current models operate like this.

All eZee bikes manufactured since 2012 have have 5 levels of pedelec assist and operate up to 100% independently of the throttle.
The throttle can be set to comply with different markets, e.g. EU or US regulations, i.e. 6 Km/h walk assist or 20 MPH.

Power assistance - "Twist and Go"
Because of the particular benefits for elderly and disabled users, pedal cycles providing electrical assistance without use of the pedals - usually called "Twist and Goes" - are included in the above GB classification provided they are capable of pedal operation and comply with the above restrictions on maximum motor power and assistance cut-off speed.
Does this mean the bikes with throttles will be exempt from VAT if bought for a disabled rider?

No they won't be exempt, firstly since they are not expressly for the disabled, secondly due to the law on the application of VAT.

I don't think you will get the bike without VAT. Even though they have throttles, they are not specifically made for the disabled.
Perhaps electric handbikes can qualify.

Set by who, the user or the seller ?
Set by the seller for the regulations applicable to the country in which they are sold.
Incidentally, eZee now offer a large range of battery options, 6 x VP's which fit any bikes manufactured in the last 10 years, 2 x DT's for the Raptor, E-Rex and Mk2 conversion kits, plus 3 x FP's for any conversion kits or bikes with a dual battery setup.
