These have been around for a long time, and the second one is operated in London as a fleet of advertising hoarding bikes, though in the basic version, electric not needed for the low speeds to allow people to read the posters. There was an article in Velovision about this Adbikes Media hoardings company, a long time ago. The quad bikes used are English made by Rob Brock and named Brox, normally manual, the electric an extra.

German trikes made by Gustav like that first one are used by York cycle couriers for medium weight goods deliveries, but that kind of front pivot steering is very unstable. They describe the handling as that of a unicycle with a drunken shopping trolley on the front, and they've overturned them on occasions. Again in a Velovision article.

Both are in the same Velovision issue, December 2001. (Free PDF available)
