Yes, it was on TV on the 1st of the month.

Careful though, this law only applies to private land, so I'm not sure about council car parks which are really public land. Some councils do clamp so it's may still be possible to be caught out.

At last, England has caught up. It's been illegal up here since 1992.

In Scotland, wheel-clamping on private land is illegal. It was banned by the case of Black v Carmichael 1992 SCCR 709, when wheel-clamping was found to constitute extortion and theft.
