You will need new tyre as well.
The next feasible size down is 27.5"/650B the O/A rim & tyre diameter is approx. 38 mm less, the drop out widths will then decide on how fat a tyre you can fit. A 26" rim/tyre is approx. 63mm less in diameter then 29".
Reducing tyre size then changes geometry and height, crank/pedal strike then becomes more likely on rougher terrain or turning esp if you are a leaner.
Saddle and bars will need raising as well.

Thanks Neeth! I’m new to the bike scene and have a lot to learn! I think on budget terms, could I fit wider tyres on this bike? The Schwalbe GT Tours are ok for the road, but feel hard. I’d like a fatter more absorbent tyre?

Assuming that you are just looking for comfort as opposed to any other reason then the first thing I would do is drop the pressure in the tyres. Changing wheels is not a small job and will totally change the geometry of the bike and probably not in a good way...
