Carrera crosscity assist limits

hi I wondered if anyone can help I gave a carrera crosscity and previously on 1st assist it dropped off when I exceed 9.5 mph but now it doesn't seem to drop off which I feel is putting stress on the motor
Is this a recognised problem

In each mode the motor should provide assistance up to the 15.5mph cut off point.

Do you have experience of this bike? Doesn't it's PAS function work on the basis of speed control that would have a different speed limit for each PAS level?
