Can anyone identify this PAS magnet disc?

This PAS magnet disc has bolt recesses in it for a 64 BCD 4-bolt setup.

Does anyone know where sells it or what to even search for to find it?

The backside of it is only shown in the video for a split second.

It looks a bit dodgy to me. It's made of plastic. How can you tighten the bolts that go through it and clamp the inner chain ring?

Use a Dremmel and route out/modify a standard magnet ring ?
