Wanted Buy ebike

I am looking to buy a used ebike.
Following are the requirements:
Bike will need to be couriered to Clayhall in Ilford (IG50TL) in London.
It should be road legal
It should have throttle and should be able to travel short distances without pedalling.
Battery should hold reasonable charge.
It should have been bought before 1 Jan 2016.
Frame size 17".
No maintenance required?

All bikes require maintenance.
Ebikes even more so.

It's the date when shops weren't any longer supposed to sell bikes with throttles on, though they were still allowed to sell the bikes they already had in stock.

Ive been ridning 55 years and never found a maintenance free bike! Do you perhaps mean a bike that is in good order and requires no work at the time of sale?

Remember as well to obtain documents with the bike that describe the entire bike. If any major component is swapped for new, be it frame, wheels, motor, or battery, you'll struggle to demonstrate that the bike "as presented" is pre 2016. There wont be that many batteries with much life left in them after 4 years.
