wasn't the Welsh devolution referendum decided by about a half % on a turnout of 50%, but was accepted without any fuss. The only reason for the problem with this much larger democratic turnout was that they did not vote the way the establishment told them to
one commentator said that the fall in sterling was because of an increased likelihood of a Corbyn government. Maybe they thin the threat has receded
