Branded Crank Drive Throttles?

I know there are dongles available for higher end brands like Gazelle, Cube, Kalkhoff etc using Bosch, Yamaha, Shimano Steps CD motors, some maybe fitted with walk mode switch?

But my question is can throttles be added to any branded bike with a branded cd motor allowing throttle only to 15.5mph or faster if dongle used?
