Bird A frame support

Hi All,

Newbie here!

I've just purchased an ex display Bird A frame and I love it. It has one annoying issues however, it is missing the lug at the bottom of the saddle stem where it joins the frame, pictures attached. Anyone know where I might get one as I don't want water getting into the opening.

If you can't find one and don't need to change stem height, perhaps make a rain hood or bung, by wrapping around some self-amalgamating rubber tape? If you wrap around a bit of cut old inner tube first, it might slide up and down?
