Help! Battery problem

Looks as though battery isnt taken full charge,one red light one green when charger light goes green so a bit confused it's a 36v lithium battery for a ED 1.2 pedelec

Does the battery allow you to measure the SOC on the discharge pins ?

Unfortunately I dont know anything about them just obtained one therefore dont know what SOC is let alone where the discharge pins are,any help would be appreciated.

SOC (State of charge = voltage reading).
The discharge pins are at the base of the battery where it connects to battery receiver on the bike, you use a meter on the pins to get a voltage reading.
