At he risk of repeating myself, that's correct for the 2S2P arrangement that you have created. This will give you a nominal 21.6v pack (which will measure around 25.2V fully charged)

I don't understand what ' tested with Multimeter 38.5v on bike 25.32' means. Please elaborate.

When connected on the bike you have 2s2p as Alan states so 2 in series then paralleled or vica versa to get 25.32v which is more then 4.2v per cell. I guess the 38.5 reading was before you connected them up on the bike but sounds like you have connected only 3 in series to get that reading or if you wired them all up have connected them wrong to get that reading. So I assume you are running a 24v set up so your 2s2p lipo is not really much good as 24v is usually 7s @ 29.4v.
You need to be careful with charging and connecting lipo other wise you will have a fire after the bang. I only charge to 41.5 per cell and even then there is little use to be had at that reading on a bike and very quickly on the bike voltage drops quickly to under 41v. The last 1v of charge upto 42v contains as little as 3 or 4% of total capacity.

I have assumed his packs are 3s1p, (10.8v nominal, 12.6v charged) then he has arranged those packs as 2s2p, giving a total of 6s2p.
