The way the controller is programmed is to limit the current at different assist levels, and also to limit the maximum speed of the assist - motor speed (i.e. pedal cadence), not bike speed. What this means is that at low assist levels you only receive assist up to a low pedal speed. Higher assist levels spin the pedals faster. That behaviour can be changed by reprogramming the controller using a special cable should you so desire - you could have full current to varying cadence speeds (would be weird) or varying current to the same maximum pedal cadence.
