ASA tells cyclists they must wear helmets and stick to the kerb

ok this is in Scotland, but I was shocked to read that the ASA banned an advert because it showed the cyclist riding too far from the kerb and without a helmet http://www.scotsman.com/news/transport/scottish-government-cycling-advert-banned-1-3285120

Seems like they have backtracked today though! What is this country coming to.
