Are ebike batteries always live and active due to bms?

Im wondering that when completely turned off or disconnected if they're still live or active in some way?

Im not really bothered about draining power i just prefer the thought that when they're off they're truly off so not even the bms is drawing power keeping them in a live state.

Thinking about it are individual 18650 cells on their own in a torch for example safe long term as well?

yes, they are constantly monitored by the BMS, even when they are in deep sleep, the frequency of diagnostics is reduced but still there.

Yes, they are safe. They may die through being overdischarged but not dangerous because their energy reserve is depleted when discharge.
The most dangerous moment for a battery is when your battery is overcharged, like when you would leave the charger on and connected and forget all about it. So don't leave it on for more than a few hours after it's fully charged.

Ah thanks i forgot i posted this question. I would of thought it be slightly safer if they were complely off or is the current so low it makes zero difference?
