First impression's from a distance the styling and wording could be mistaken for a Police vest and make drivers slow then when they realise what is in front dirve as normal, the vests are like the ones horsey peeps wear.

Maybe the way this world is going, it might make the rider a bigger target to aim at

I think that it is an offence to wear something closely resembling Police uniform.
Not sure you are correct here, the company checked with MET police and they confirmed not illegal

I'm pretty sure the offence of impersonating a police officer includes elements of intent and actions. Not just wearing the clothes

No so, these are totaly legal.
The woman who makes/markets the horse rider vests appeared on dragons den with the same idea for motorcycles. She had police approval.!

Personally I'll stick with plain hi-viz, I'll settle for being seen rather than being Totally. Without. Any. Taste.

These have been confirmed in Scotland as legal. It's simply a high vis jacket with a blue patch proclaiming you as a polite rider. What can be illegal about some inattentive, harassed, target chasing, texting, stressed, speeding sales rep in his base level company 1.6 BMW tearing through your village rat run, mistaking that for anything other than what it clearly is.

That would put an end to the popular surplus sales of both Military and Police clothing which many people find a good source of good quality durable workwear. Any Badges or criminal intend would of course be a different matter.

The MET Police only cover London, and in any case, Police cannot give legal advice, just give a lay person's opinion as to the law.
My guess is that the Police see advantages in people wearing these and in London and Scotland do not intend to interfere.
