will they be selling hub moters etc so we do not have to buy from china but within the eu, if so do we still pay inport duty and taxes

It seems from the announcement that it is only a service centre, not a sales one. Their announced ambition to attack the main EU quality market tends to indicate they will be selling to European manufacturers for incorporation into new bikes rather then for resale as kits.

Import duties and relevant taxes always apply, no matter how things enter a trading and taxation area.
