Tried modding a 42v hoverboard charger butnonly increases to 48v.

These are universal. You can use them to charge everything, including your phone and your car.

Has I have a few computer PSUs laying around would a DC boost converter work you can pick these up for peanuts

You need one of the more expensive ones, like this:

It's not really worth the messing about. The charger I mentioned before is much more convenient. It's worth spending the extra money unless you're cash-strapped.

It can be a lottery, especially with regular Chinese post. I've had exactly the same items take less than a week, then the next time, three weeks.

Best go for expedited delivery from the likes of DHL, Fedex etc. They usually come within a week, with full tracking and online delivery management.
