    99% is the controller problem, I just tested the motor on another controller and I got 5v, I've tried this method https://bit.ly/3GoJ2a5 and all the Hall sensor worked perfectly

    HI, Thank you for your response! unlike my controller, the error 24 pop up immediately when I disconnect the HALL sensors wires.
