    I agree with ebiker99, it sounds like a battery or possibly a charger problem to me personally. For the OP, your battery when fully charged should indicate 42 volts, assuming the meter is accurate. But if its cheap meter, it may indicate slightly more or less. Compare it to a know good meter...
