Have you got a multimeter to check the battery voltage ? - I suspect if it has been left for 2 years without charging the battery will not be recoverable

It's a good decision to stay within the legal limits. Nearly all the advice on here will be for bikes or kits that meet those regulations (or someone will reply that the suggestion is not legal !)...
Yes, if you wanted to buy a good condition second hand bike (as a donor bike) and fit (or get fitted) a conversion kit, you could end up with something amazing and be able to maintain it yourself for years

So - for the AKM128 (which I think the Wisper 705 and 905 use) with a max 17 amp controller (which I think the Wispers are set to) would get up a 100kg rider up a 10% hill easily with only 50 watts of pedalling power

Just so we get an idea of the gradient , could you say which hill you are struggling with at the minute ? We can check how steep it is and how much power you would need to get up
If you are mostly cycling on the common I think the Kenda Kwest 26*1.75 tyres would be ok, but might be worth asking Woosh to fit some more off road orientated tyres. I just fitted some Schwalbe marathon 365 to a bike for my mother in law as "go anywhere" all season, puncture resistant tyres...

I'd eliminate the Ridgeback (rim brakes), the metroneer is drop handlebars and quite light (easy for putting away) with 360wh battery
